As for why, there are several reasons - the most important being the safety of other people and their pets. Having a pet on a leash is the only way to insure that the person with the pet has control of the pet.
In addition, requiring that pets be on a leash is a good first step toward getting people to pick up after their pets.
As for exceptions, there are none. No, your dog can't be off a leash because it is a service dog, or a very old dog, or a very little dog, or such a nice dog. And no, not because someone else doesn't have their dog on a leash.
