The answer is to prevent damage to the railings going up the steps from trucks backing up to unload at the compactor.
Turns out that on two occasions in the last two years the railings were damaged and each time it cost the association about $850 to repair the railings.
Now with the bollards installed, broken railings should be a problem we no longer have to deal with.
